The Council of Andalusia approves the POT of the Western Coast with 371 million investment.

The Plan of Arrangement of the Western Coast of Huelva is already a reality. The Council of Andalusia has given the definitive approval to the document that set the city-planning standards and of arrangement of the activities to follow to obtain a sustainable development in this zone, based on agriculture and the tourism.
The approval arrives seven years after the formulation from the Plan, that is counted with an controversial transaction in which mayors and industralists put still on military forms and bottom of the document.
After a series of meetings a relative consensus has been reached that is the one that the Administration has gathered in documented the Council, who contemplates investments by more than 371 million euros in the province for the construction of infrastructures, the protection of the natural resources or the tourist arrangement. In addition, the document establishes implementation times, so that a 37 percent will have to be invested in the four first years of use of the plan, another 37 the long term percent in eight and rest, considering that the investments will be competition of several administrations.
The compatibility between development and conservation takes shape in guidelines to follow in different areas, that they divide the document of arrangement in four great programs. First of them he would be the relative one to the tourist arrangement, that concentrates the investments of greater spread (129.15 million) and in which include performances like the construction of marine strolls, the improvement of the accesses to beaches or the promotion of the interior tourism.
In this tourist chapter, the plan marks the criteria to follow as far as the number and distribution of the tourist and residential seats in the coastal nuclei and of the interior, looking for a greater balance between both scopes, aspects these two that are those that more controversy they generated during the transaction of the Plan.
With respect to the protection of the natural resources, it establishes the zones that must be preserved of the process of urbanization, considering them of special protection (a 45 percent of the territory of the Plan) and equips east chapter with 128 million euros with a special attention to the improvement of the integral cycle of the water (with a 18 percent of the total budget). With this subprogram it is tried to assure the supplying to all the populations, to construct new infrastructures of protection in front of to the avenues or to complete the cleaning network.
On the other hand, it also gathers the main elements of the system of transport in a program of territorial joint with a budget of 113 million euros. Considering the N-431 like main axis of internal connection, it contemplates new approaches to the Coast from this one and creates two interconnected ring: End Umbri'a-El Portil-El Rompido-Cartaya and Lepe-La Antilla-Islantilla-La Redondela-Island Cristina. Also, the centers of transports of merchandise of Ayamonte and Cartaya or the rating of lines of buses in the summer period are included in the POT of the Coast. Ayamonte, Island Cristina, Lepe, Cartaya, Shady End, Villablanca and San Silvestre de Guzmán are the municipalities that will see controlled their growth by this Plan of Arrangement, that also includes a program from support to the localities equipped with 180,000 euros so that they adapt his city-planning norms to the forecasts of the POT. These nuclei add more than 92,000 neighbors altogether, a very dynamic population and with a growth over the average (the 33 percent between 1991 and 2005 as opposed to the 8.9 percent that was increased the population in the province). The municipalities will be represented by their mayors in the commission of pursuit of the Plan, that is created to guarantee the coordination between the administrations implied in the same one (General Administration of the State, Meeting of Andalusia, Provincial Delegation and city councils).
